桑植县地处湖南省西北部，隶属国际知名旅游胜地张家界市，有“张家界后花园”之美誉。距张家界火车站、荷花机场仅54公里，交通便捷。全县总面积3474平方公里，辖39个乡镇(场)，17个民族，总人口44.9万人，其中少数民族占总人口的92%，农业人口占88%。
桑植人杰地灵，底蕴深厚。这里是贺龙元帅的故乡，也孕育了贺龙、廖汉生等一批老一辈无产阶级革命家，是湘鄂边、湘鄂西、湘鄂川黔革命根据地的中心地和中国工农红军第二方面军万里长征出发地。这里又是一个少数民族聚居区，各个民族在相互交融的过程中，积淀了深厚的民族文化底蕴，其中最具代表的桑植民歌被列入第一批国家非物质文化遗产名录。
桑植物华天宝、资源丰富。这里是全国500个资源富县之一。一是水能资源丰富。桑植县是湖南四大水系之一澧水的发源地，全县可开发利用的水能资源达45.6万千瓦，系全省五大小水电开发基地之一。二是矿产资源丰富。全县已发现矿产40种，探明储量的有27种，其中，煤炭储量1.4亿吨、石煤储量8亿吨、铁矿储量3.5亿吨、铝土矿储量1000万吨、硅石储量2168万吨、天然气储量达2000亿立方米。三是生物资源丰富。草地面积达176万亩，其中南滩草场是中国南方最大的天然草场，面积达20万亩。有可供开发利用的药用植物达1700多种，被誉为亚热带动植物“基因库”。四是旅游资源丰富。有国家级自然保护区八大公山原始森林、“亚洲第一洞”—九天洞、溇水风光、贺龙故居、“恐龙之父”芙蓉恐龙等五大旅游品牌。
桑植基础渐牢，来势喜人。近年来，按照“立足产业、突出项目、强固基础、和谐发展”的工作思路，实现了县域经济提质增速。2007年完成生产总值24.79亿元，增长14.1%，是近十年来增速最快的年份；实现本级财政收入7832万元，增长14.7%，农民人均纯收入达1890元，增长9.1%。工业已形成能源、矿产开发、农产品精深加工等优势产业。农业经济初步形成了烟叶、畜牧、干水果、蔬菜、葛根、魔芋六大产业。社会各项事业也得到长足发展。
桑植政策优惠，环境宽松。县委、县政府将招商引资工作做为县域经济发展的一项重要的战略措施很抓落实，致力打造良好的投资环境。2008年被县委、县政府确定为“招商引资年”和“投资环境建设年”，新出台了鼓励招商引资的若干规定，从土地、税收财政奖励政策和收费政策上更多的让利于客商，进一步完善了服务、配套及中介奖励等方面的政策。出台了我县经济发展环境治理的相关规定，建立完善了招商引资绿色通道，对招商项目一律进入县政务大厅实行“联审联办”、“全程代理制”，对收费项目实行“多家费、一家收”制度，对重点项目实行县领导和责任单位联系人制度。同时加大了对外商担忧的施工环境和治安环境的治理力度，投资环境大为改善。

Located in the northwest part of Hunan Province, Sangzhi County is under the jurisdiction of the famous international tourist city of Zhangjiajie City and enjoys the reputation of “back garden of Zhangjiajie”. 54 kilometers away from Zhangjiajie Railway Station and Hehua Airport, Sangzhi benefits from convenient communications. Covering an area of 3,474km2 and administering 39 towns, townships and farms, the whole county has 17 nationalities and a population of 449,000, among which, the minority nationalities account for 92% of the total population and the agricultural population accounts for 88% of the total population.
Sangzhi is a fair place tending to produce outstanding people and a treasured land full of cultural interests and natural resources. As the native place of Marshal He Long, Sangzhi gave birth of large numbers of proletarian revolutionists such as He Long and Liao Hansheng, and was the central place of the revolutionary base on the borders of Hunan, Hubei, Sichuan and Guizhou and the starting place of the Long March of the Second Front Army of the Red Army. Since a lot of minority nationalities live on this land, Sangzhi has accumulated rich content of national culture, especially the Sangzhi Folk Song has been selected into the first list of national nonmaterial cultural heritages.
Blessed with a favorable climate, fertile land and rich resources, Sangzhi is one of the top 500 resource counties of China. Firstly, the county has rich water resources. Sangzhi is the source of the Lishui River, which is one of the four biggest water systems of Hunan Province. With 0.456MKW of water energy resource for development and utilization, the county is one of the five small-sized hydropower development bases of Hunan Province. Secondly, the county has rich mineral resources. Sangzhi has discovered 40 kinds of minerals and proved up 27 kinds of minerals with reserves, including 140 million tons of coal, 800 million tons of bone coal, 350 million tons of iron ore, 10 million tons of aluminum ore, 21.68 million tons of silica and 200 billion cubic meters of natural gas. Thirdly, the county has rich biological resources. Sangzhi has 1.76 million mu of grassland area, the Nantan Grassland is the biggest natural grassland in the south of China and covers an area of 0.20 million mu. With 1,700-odd medicine plants for development and utilization, the county enjoys the title of “gene bank” of sub-tropic animals and plants. Fourthly, the county has rich tourist resources, including the five tourist brands of Badagong Mountain Virgin Forest, which is a national natural protection zone, Jiutian Cave, which is “the first cave of Asia”, Loushui River Scenic Spot, Former Residence of He Long and Furong Dinosaur.
Sangzhi has built solid foundation and its economic development shows signs of an upturn. In accordance with the thinking line of “basing on industry, laying stress on projects, strengthening the infrastructure and harmonious development”, Sangzhi has optimized and quickened its county economic development in the recent years. In 2007, the whole country realized GDP of RMB 2.479 billion, with a growth rate of 14.1% (the quickest growth year in the recent 10 years); realized a total financial income of RMB 78.32 million, with a growth rate of 14.7%; realized a rural per-capita pure income of RMB 1,890. with a growth rate of 9.1%. Sangzhi has formed its superiority industries in energy sources, mineral products development and intensive processing of agricultural products. In the agricultural economy, Sangzhi has initially formed the six industries of tobacco leaves, animal husbandry, dried fruits, vegetables, kudzu vine root and konjak. In addition, Sangzhi has achieved rapid development in various social undertakings.
Sangzhi offers preferential policy and favorable environment for investment. The County Party Committee and County People’s Government regard investment promotion as an important strategic measure for the county economic development and make great efforts to build excellent investment environment. Confirming 2008 as “year of investment promotion” and “year of investment environment construction”, the County Party Committee and County People’s Government have made several regulations on encouraging investment, for the purpose of benefiting investors by implementing such preferential policies on land, taxation, financial charge and other items, and the policies on service, supporting facilities and intermediate agency have been further perfected.
